Yes you can lock all the inputs for a scenario with the button. 
 

However, please note the following : 

• Default/Root scenario cannot be locked.
• Transaction List aren’t scenario based, so if you want to preserve a TL at a given point in time I recommend to have Metric-to-metric import.

I know this feature, but here you need to manually lock the scenario once. It would have been great, if there was a way it would get automatically locked dynamically (let’s suppose I created a today metric, where the date updates each and every day and when the date passes a particular date, then the scenario gets locked automatically). 

If there was a way, this could be done, then it would have been quite useful, I think.
