I want to be able to make specific notes about forecasted line items to document the rationale for the forecast.  This would be particularly useful for when a default forecast calculation is overridden to be able to have documentation.  Comments don’t seem to be a viable solution for this, as the comment can only be made on a cell within a grid, and if that cell is no longer visible in the view, (i.e. the switchover date changes and the forecast is hidden and replaced with actuals), it’s not there for anyone updating the forecast to see. I also dislike that comments are permanent and cannot be removed.

 Has anyone come up with a solution for this that they would be willing to share?

One option could be to create a dedicated text-formatted “Forecast Notes” metric, dimensioned in the same way as your forecast metric. This would let users document the rationale for overrides in a structured and persistent way, independent of switchover dates.

You might also consider pairing it with a Boolean “Is Overridden” flag. That way, you can easily identify when the default forecast has been manually adjusted and filter specifically for those cases.
