Hi 
I'm working on a centralized user access for several apps in the workspace, including Roles and AR Metrics.
I want to create User Roles and Access Rights in the Data Hub and share them to other applications through Library.

This article 

 is marked as legacy. I'm curious what's the new approach and where I can find information about it? To which extent I can use this article advices?

Another article 

has the section related to the topic “Smooth User Access Management” with a link, but the link doesn't work

There is a way to do this which is using Groups. Groups make it easy to control access to Applications across your entire organization. 

For an introduction to Groups refer to our article here: 

 

Furthermore, the article below describes how to use Groups in Pigment to assign Roles efficiently across multiple Applications. It explains how to create and manage Groups, assign Roles and Members, and how to handle conflicts when Members belong to multiple Groups with differing permissions.
