Select all Option in Page Selectors not available for all lists

This is related to Page selectors. I have observed that “Select all” is missing in cases where the members in a list are less and this option is available when there are more members available. 
Is there a way to enable “Select all” on all page selectors irrespective of the number of members they contain?

1.  No select all
